I went there and tried to talk with the librarian no options and it shows a new! talk poping up. I am also stuck with a quest saying to meet with janice at the beach and there is nothing to talk with her.

For me, it crashed on startup after Unity logo. Just a CtD with no errors whatsoever. Event log mentions "lib_burst_generated.dll" error, with the file being under "SeasideMystery17\Seaside Mystery_Data\Plugins\x86_64". After replacing "lib_burst_generated.dll" with the file from v16 version (same location), the game seems to work fine.
