That's most likely a side effect of that DressUp code some folks were discussing a handful of posts ago. They went on to post a pair of full saves without the code.

DressUp is a code particularly used for bug testing and not recommended to use on a regular game play.

If you unlocked all available scenes in the diary (pc) and there are no other quests than you reached the end of content.
If there are still scenes which needs to be unlocked than you haven't reached the end of content for version 0.28.3.
