At first glance you don't need lvl2 strength yet on that save, you still need to do your homework and have more TV time with Brenda. you can't upgrade your strength until the story asks for it.
Where was the save BTW if it wasn't where I said?
EDIT: One thing you never did that might be affecting your game is you never hunted down Isabella, you need to go back to the park, climb all the way up to top of the hill on the other side of the lake, walk along the wall until the MC pauses and says "she's not here today", then he'll see her in the distance and you can go talk to here near the sign post next to where you started and you'll be able to explore the mysterious cards (not much content there but I think it might block progression if you don't do it).

Edit2: You haven't unlocked Janice's apartment yet, talk to her when she is near the lifeguard station.
