You need to follow & complete the quests. There's no shortcut. If there are no quests available then end the day & you'll find the quest log updated next morning.
No walkthrough necessary. Just follow the quests. They update at beginning of next day. & don't worry about skipping time & even days to get to events to do the next quest; game's on a 7 day loop (i.e. no day counter)

can it bugged? the librarian hasn't action or talk choise ( also it happen new!), also janice not happen in the beach, when the mission is met her in the beach.
