Try going to the beach wednesday at 1:00 PM — she takes her lunch break there.
I can’t access the old beach. I don’t know how to get past the barricade, and I can’t interact with it to go to the other side.

This is not the old beach. This is the main one. The old beach is the one you discover after talking with Juan. Then the hero shows it to Freya, and now she goes there. The only way to get there is by passing the barricade.
