The Maid in Question needs to be inside The Planning Room. They get Idea Points randomly every time you're in the Cafe helping with orders

Improve maids abilities that lead to getting money first, and then everything else. Especially one of Cynthia's skills (i don't exactly remember which). I've never had a problem with money in this game
And you can also change the save file - above here someone already wrote how to do it
