Is it normal for the game to require an internet connection when you first launch it after applying the BepInEx? Everything I did, it refused to open after applying the files from the BepInEx file, opening some weird console with red text, but once I connected to the internet normally (No VPN) it launched fine, but still had the console pop up. What's up with that?

It's kinda normal to see console (sometimes with red text) if the game has BepInEx and console.log is set to true, not sure with the internet connection though, never have it in this game.

run game once. console window is appeared and download file and process.
BepInEx\ folder is like below.

if crash or stopped game, it's another issue.

download uncensor plugin and extract it to BepInEx\plugins folder.

I have my Bepinex in the right folder (with the game.exe not the launcher) but it is not being read by the game. I have tried all the recommended fixes but am not sure where I am going wrong here here is the path: C:\Users\me\Downloads\Games\HolyKnightRicca_v136en\Game\BepInEx

There could be several reasons.
1. you used wrong type BepInEx. if want to use an MTL plugin, use
