From a Doyle standpoint, I'm not sure if the Goblins are meant to have a overaching role in the plot and could plan to rebel. Like the orcs, they are mostly there to increase the army and demons influence.
Else, depends on how radical the remaining three outcomes in the Goblin arc turn out.
Zii-Zii: Best case she just takes charge and Tue-Row accepts being played. Or he gets subdued and only formaly a leader (just like her on hos route) or he flees and develops a grudge. Worst case she kills him.
Tue-San: Seems pretty in line with Tue-Row. Zii-Zii likely gets killed. Ruthless and strict order, but order nonetheless.
Che-Lin: Highly depends if she and Tue-Row are even willing to get back together. If so, Goblins get peaceful, which could make Tue-Row resentful. Else he and Zii-Zii are banished/killed.
