The evacuation wasn't a matter of money, it was simply a matter of time, manpower and unfavorable conditions. The city was in a riot after the baron's death and the tensions between the coppers and the purples had exploded, Werden used the troops under his command to secure an evacuation route (keep it clear from the city's fighting), and he barely had half-a-day's notice to get it done. He could have demanded the nobles and merchants throw all their wealth into helping and it would have changed very little, worse even it could have made them antagonize him and get in the way of the evacuation.
Yeah it is kinda shitty he prioritized getting the decadent nobility and the military out of the city rather than any other group, but being fair that's the group he had most contact with and influence over in a situation where no mistakes could be afforded and very little time to act. Also in a more callous fashion, since the main limitation of Werden's stand against the twins will be territory (he will be holding out in defendable mountain lands), nobles with contacts and means of getting support from other kingdoms may be more valuable than a peasant workforce that would not have much of a workspace.
I'm not talking about it was a matter of money, i'm talking about priorities and duty. The first and second "State" (in Middle Age terms) could afford by their own means (wealth) their escape using the Werden's secured route, meanwhile, asking to each Guild's Leaders to organize their people and afford together the resources necessary to escape with their families, by dividing the organization of caravans, once a cart or wagon could be done to depart it is conduced by Werden's Secured Route... It's not an impossible plan, Werden's Forces concentrate in secured the exit route allowing one by one those who are ready to depart quickly. IIRC, Werden try to organize everything himself with his forces and prioritizes the lives of the people between the first and second states... Even if you can think and theorize of a better plan, something, anything must have been existed way long before The Twins could even have enough reason to masturbate (i don't know exactly what age they have but i'm asumming they are as young or a bit more young as Rowan is), when Karnas was alive, there must have been a procedure, a plan for evacuate the city, in Werden's situation seems that he just organize everything at best he could just in the heat of the moment.
Now, think what it could do this decadence nobility saved, they for the rest of other Kingdoms are a burden, in the most literal sense, they will spend vital resources (like food and water) while they try to comfort themselves in another place and protest by the treatment they will get after losing everything while they are told to prepared and enlist for the upcoming war if they want to return to what they called "their lands"; meanwhile, most of the commoners die, or were enslaved or survived but under Da Twins Rule, people who are workforce which is the main bone marrow of the sustainability of a Medieval Society... Perhaps, in the best scenario, Werden could win the favor of some noble families to thick his armies to the cause of recover Rastedel, but not all of that would be for free and not many would be grateful by having more competition, and again, the resources for that, money, food, water, weapons, armor... All of that will going to be more scarce thanks to the lowering of the workforce for that, which means that will be more expensive.

That would just be fair... if you were writing another porn game, to just praise the jokes, the double meaning sentences, or enough boring write to just put tab and enjoy the scenes... but in the description you put "dark fantasy" and you make an effort to the players make an effort too in pay attention in the story to get the better result or achievements possible (and more importantly, morale decisions)... We know that Patreon's Rules limit many of the things that you as a team can express in brutality, savagery and other dark stuff, but i though that was the fun of that and the objective of the team, to narrate something dark with a porn addition, I mean, as you stated before:

But if you want to comply that, make it feel real, not only the sex scenes, that works for me as bonus, making the narrative guide the reader by the desire of the character and the circumstances that there's not more options, or you serve as a dog, or die or does your misdeeds underground by sacrificing everything, anything and anyone valuable to reach your goal... Of course, there is the another interesting side, the one Rowan think that he is acting morally good but in the reality he was justifying his lack of judgement, knowledge and cowardice or even his own inflexibility and ruthless point of view of what he consider morally good and justice which become into his downfall to the darkness (not precisely sex, but it can betray, turn a blind eye, let innocents die, submit to Da Twins or decide that none are worthy to rule but himself to beginning an obfuscated morale crusade that will gonna be the demise of his world)... You can even introduce for Act II agnostics characters that philosophically help Rowan to disbelief in anything profane or sacred, to belief that power is just that, power, that truthfully if it is understand it can be of use for any purpose, to known that what he consider Gods of good and evil aren't precisely that or even beings at all, that there are more Gods unknown to him and there were Gods that has passed away, that there's no destiny and the only secure thing is the life he's living and the death that awaits him...
