Yeah lots of 18+yo women have a similar body type to this. Especially in Japan where I assume this game was made...women on average are a lot more petite there. This is actually more realistic than those games where every woman has triple Ds.

Indeed. But porn sites dealing with Japanese porn, such as F95, have less strict criteria about what kind of women are allowed in the games / anime / manga. Mostly because everybody is a schoolgirl or would be a schoolgirl if their fantasy world had schools.
F95, in particular, chose onset of puberty as cut-off for their rule 7. So this girl looks like is in the middle of puberty, and thus acceptable for F95.
As a final note, in decent countries with freedom of speech, any sex act is legal, as long as it's fictional. Because arresting people for thoughtcrimes is evil.

I don't know what game that is, but perhaps her stated age in game was in violation?
It's impossible to accurately guess someone's age just from looking at them in real life, let alone in a stylized drawing.

From what I've seen, this has been fairly consistent, ESPECIALLY when it comes to 2DCG. They might be more careful with 3D though but it should be no surprise that this drawn 2D game featuring a girl clearly into puberty has passed.
