No, you just always have a laser ready to fire — normally, the meter for it requires charging it up to fire one, I believe.
I don't think it's a cheat toggle keybind so much as more of a reminder that you can always fire the laser.

you just need to:
1. go into the file explorer and enable hidden files
2. look for where appdata shows on your file explorer and enter it
3. enter local
4. look for where the setaria folder is at and delete the save.sav
your file explorer should say somethin like:
username>appdata>local>setaria
