Now, if both Trans and another love interest are part of Mc's harem is not an NTR. MC, a LI, and LI trans are all loving each other. It's called sharing/swinging.
NTR is more of when an MC's love interest (Female) is fucking someone else, preferably a male, not trans. Because a trans, is already defined as a woman with a penis. Exactly. If two women have sex, whether both or one of them is a love interest to MC, then is NTR/Cheating. Of course, no one sees it that way, only if a guy goes after MC's LIs.
As the Dev stated, MC and Yuuko, will be watching as spectators where Trans girl fucks Beth. So, in my opinion, it's not NTR if MC allows Trans to fuck a girl outside the harem.
