nowhere. 18.4b isn't compressed yet.

It's like any other game or Ren'Py, your saves are stored in a different location, you have to physically go to another folder and delete them to lose them, same with Ren'Py, you have to intentionally go to the hidden folder, unhide the folder and delete saves.

Yes, if you are unaware Ren'Py makes copies of all saves in a hidden directory in Windows.

just started this game, in Episode 2 i go back to the apartment with the girl and it starts the sex scene but then just goes to a black screen like its loading a transition or something and nothing happens. have to close it out and it doesnt matter what option i chose from the selector on the right.

Not everyone. Doesn't seem to have affected me -- using your compressed version on a PC if curious.

Edit: I spoke too soon. While I didn't have any problems viewing the new Platinum scene, when I went back to review earlier scenes, I ran into trouble immediately.

Yeah, I do not think it affects the platinum gallery scenes, don't quote me on that, but think it does affect the ones form the main story/game itself. The bugfix is also only for the Windows version, not Mac/Android.

C:\Users\<your username>\AppData\Local\Shale_Hill_Secrets. There's a shortcut in the main folder with the game's exe file.

blame devs about naming. main game ended on 17 and rest are various endings/epilogues.
