Have you visited the cyperpunk world? If not, then there should be an unlock ability option.

If you have visited it, you need to wait for the next update.

When you corrupt enough people, go to the mirror in your bedroom, talk to ava. and try to a acquire a new power.
This results in you going to an imaginary world where you need to kill some fictional NPC representing that power to seize it for yourself.
The newest one of those imaginary worlds is the cyberpunk world.

Ava says the NPCs are just your imagination and do not matter.
but there is an interesting correlation to her, who is a fictional personality attached to MC's power

from your screenshot I saw that I was missing an entry and I don't understand why, so I deleted everything, redownloaded and restored the saves and it appeared.
