The roadmap is usually determined by a supporter poll aka the community vote as stated in the roadmap. Janet will likely only become part of the harem after a main quest, since she at the moment is your father's servant. I don't think the next main quest will go that far, but you never know.

if the dev keep previous pattern after the next update will be released he will open a poll to decide the next few girls (usually 3) to add in the roadmap order by votes.

I dont think there is limit, i have stopped at 36 and got 23 available (haven't played last update yet)

there isn't any functional cap. {there is a technical cap because variables cannot be infinite, but i suspect it's a singed integer so... 2147483647}
