Webp edition works fine, at least it starts up like png edition with hotfix wont.
Any chance you can reupload the hotfix, it says that CRC failed for file script.rpy but it still extracts it. And strange that none else has commented this.
Don't bother, I've uninstalled it and can say that I did see this coming.. Needing to download the game, only to update it EIGHT times, before applying a scetchy patch - to still not be able to play .png way? Oh, and you need to manually delete a bunch of files from different folder cause why not, that's usually what you expect when first installing a game, aint'it?(very clear instructions on what patch you are talking about when doing the self-deleting-fixes, except.. it isn't) Downloading .webp edition is not a fix, it's avoiding the issue. Also played for a bit and the uncaptivating dialogue (you have spelling error in one of the first bubbles) and dialogue:action ratio is snoozefest.
I don't know if you are burned out or just don't care but I'd say there are many ways here for you to make this alot easier for newer players to get into playing, but you may be happy with the crowd you got already and that's fine.

Probably because you're the only person who experienced that.
As for everything else related to technical stuff, I already explained it many times. New players just need to download the full webp build and that's it. I can't see how this could be easier.
And yes, I make my game for people who like it. Would be very strange not to.

Adding a single patch may work, I guess
Updating the torrent to the latest png version may also work.

Personally, I do not have many issues with webp compression as quality is pretty similar, and I migrated my comics from png to webp to safe space, but for many people who do not have a size or internet speed limitation, they will simply want the "best" quality possible.
If you want new people to download the webp version, why not put it as the standard on the download and then put the png version on a spoiler tag with the updates and instructions to install? will probably make new users more inclined to download the webp, seeing it as the official version.
Maybe also add a comparison on the main post if the difference is (i expect?) very small between both versions
how to actually download this game? like is downloading shattered 0.23 enough or do i have to download all of it?

If you DL the compressed Version, that's enough. For the uncompressed you have to DL the different updates and delete some Files as explained.
