there is a cheat system in the phone that will work way better then hacking the game

There is no cheat option in the phone that I saw. Hints maybe but no cheats.

Probably the quest label bugged, tomorrow's patch should remove it from the phone.

It's a bug it froze because your charm points > 100, you can try to get 100 and should work fine. Tomorrow patch should fix it.
