This sort of contortion should not be necessary. If the zip file has cp932 Shift-JIS encoded filenames, that is a bug as the zip file format has never officially supported such (it only supports the original code page 437 "PC" encoding and later UTF-8). Someone please fix the zip file if it is so erroneously encoded.It does not miss anything.
You propably extracted it with 7zip or with windows zip utility (without japanese local) and it messed the japanese carracters file names.
Use the windows zip utility (with japanese local) or winrar or bandizip to extract it.
