Bit silly if it wasn't because anything cartoon or handdrawn or computer generated with CG or cartoon graphics isn't illegal because the characters depicted aren't real, fictional characters is subject to art only, real life is where you need to be worried and i do not endorse real life shota, only fiction which reminds me when i was young and fancy older women lol. Boi those were the days.

but the mods banned several games with shota in it. so I'm wondering what makes a sudden change or exception for this particular title.

The rule is probably something like "if theres a specific reference to age". I mean realistically there are many people that are short so theres artistic interpretation as long as nothings mentioned. Just like how like every game with woman smaller than a C-cup get called lolis when most woman are smaller than a C-cup irl come on now I dont get the body shaming that goes around in adult websites. Though Im just guessing based on what others say around here and all that obviously I dont speak for mods.

Anyway, I think shota and loli tags today make more sense as a bodytype than an age thing.

correct, thats what shota/loli is meant for its basically body type than age.

uhh like 3 scenes i think with the estelle after the ending u go home and sleep two times u get 2 scenes the brothel if u work there the game said u can encounter her there but i tried aint spending more then 30mins rerolling
