Other nations like Nocverchis (they are considered savaged and too heavily forested), Dir-Klou (Drians never trusted them and I think the Emperor does not want to get involve of this Dir-Klou conflict I think) and Necrosia (yeah look at that land) are all excluded but we make them feel welcome to our empire.
