do i have to start a new game for it. with a save where i "completed" the game are still locked scenes. (around half of them)

According to the collapsed part in this post #4,794 you can save it by walking to the beach from there.
Regarding being stuck on the computer screen with the security videos:
This happened to me in the last version as well, but I play on the Steam Deck, and it seems to have a problem with the low 800p resolution. I fixed it by forcing the game in 1080p from steam for this part, at 1080p the window with the videos is smaller and does not hide the big power-button on the top right.

There is a Walk-through in the original post (kindly provided by Shades ), but in general, you are faced with 2 decisions. Each results in different scenes, so hopefully you made a save when you had a chance on the Beach. Regardless of choice:

Possibly. Since I had already completed the game prior (though I did delete my previous saves), all mine were already unlocked. This included scenes I had not chosen prior, so I assumed they were unlocked by default in this build. I will have to dig deeper; it's possible I missed some part of the Save and am completely mistaken.
None of the Prologue is currently a part of the Gallery. Not sure if there is a plan to add it given the Dev has been expanding it.

I deleted folder from the old versions
C:\Users\myuser\AppData\Local\OST_Game
downloaded and installed version 0.45b, started a new game but all scenes are locked

well i like the idea of the game it just to slow to finish or to keep updating and for me the game run really good on high or epic settings but everytime i play this game i start new game and always encounter that one bug where i cant save att all. is like the dont like me . but serious here that bug ruins my experiences there is some normal games that i need to finish i cant spend time playing this game because there is no save.
