Yes when you click properties on the shortcut of ost_game or whatever it shows the folder path of the exe like"c:/users/.... /silicon lust/ost_game.exe“ or something like that just put -dx11 after the quotes and run the game from the shortcut

Strange. Are you sure you created the shortcut correctly?
Right click on the game .exe file -> create shortcut
Right click on the newly created shortcut on the desktop -> Properties -> add a space at the end of target line then type -dx11
