I haven't even been able to meet madam yet. It's taking forever. And the option still hasn't popped up yet when working.

Make sure you go to office morning and afternoon till you get call to meet with Madam this has to be done first you will make the deal with her you have to give up gang after that you will get another call to go finish deal then you can move when everything above is done

I'm trying to think of things you have to do before Madam meets you.
Have you been accosted by one of her goons and saved by blade?
Have you given the syringes to Edmon?
Have you hired Oliver to spy on Madam?
I'm puzzled why the option is not in your main story todo list.

Can you post a screenshot of what is listed on your screen? Might help us see if something stands out as missing.
Other option is if you are comfortable with URM or console, you could force a jump to madam scene and see if it works
(ch_gang_first_vision_madam), although if it's something missing that could create a problem down the track.

That will be why Madam visit isn't triggering (I think), I'd check on the Lab and see if you can give the syringes to Edmon. It is supposed to trigger after EdmonChat 7, maybe you haven't chatted with him enough.
EDIT: or like Wookie said, if you upload your latest save, we can run it and see if there is a problem.

Your EdmonChat is only 6, visit him and chat, that should take it to 7, and then trigger the syringe scene.
