when ever, you can get at start of ch2 or later on, that shouldnt matter. but from spa you get only 1nce +50, then got other sources, but even only that is enough to cover any weekly expenses.
well if you added that amount then its impossible to know, normally biz income before any deal is lil less than 8 or 9k and + 50 would be noticeable, for any madam deal/info income is also written i think.
but in general if hes not there is good chance you talked with him already, he was available in previous version already.

I started game again to see that drunk event and to keep gang, I went to airport as soon I got the spa and the first guy says I need to upgrade the spa, upgraded gym and pool and then went again and he received me, then when you are running for mayor you go again. What I can't tell you is that maybe just building the gym you had the option to go see him, I did both because better safe than sorry and waste time, but if you can go only with the gym then I wasted my time to.
