Huh, then is there a specific progression I need to do to unlock it?Yeah, it's been there pretty much from the start.
Use the PC at home(or office) to "Search" for locations. You should get 3 or 4 places from that in total.(Used once per day, until the "Search" functions disappears".

I don't think so. But it was quite some time ago I started. IIRC it just shows up on the map.
