Chapter 3 after you talk to Madam about security when running for mayor, or when on gang path it will open.

I already talked with madam after running for mayor but she hasn't mentioned security yet just told mc to keep up if I become mayor.

At the office you will get another call from Desire stating that Madam would like to talk to you again. After that call you can go talk to her about security. I don't know how far you are but there isn't anything else after the call to remind you, just show up at BDSM and see if she tells you Madam wants to see you.
