How can you have videos and images ready for a story you haven't written yet? Or is this a % left thing?
Most developers (at least the good ones) plan ahead. I'm pretty sure Clever knew what the story was gonna be about before he started to create the game. And judging by the walkthrough, he already knows what will happen in chapter 10 while he's writing chapter 7. 'Writing / Coding' just means he physically has to write down the dialogue and the code, it doesn't mean he still has to make it up.

The story arc is likely sketched out, for which the imaging/video has been created, but the specific dialogue and the timing of its appearance within the scenes hasn't been programmed in. At least that's how I read it.

That doesn't make any sense whatsoever. You need to have a very specific idea of what you will have your characters do to be able to pose and position them in the environment, and for that you need to have a completed script for each scene. Case in point, how do you know what facial expression to give your character if you don't even have a dialogue? You drop in a joke, and the character needs to laugh, boom, new render. Sometimes I change half a sentence and need to re-render the picture it's tied to, because what's being said won't be in sync with what's shown.

I'll offer you a one word explanation and then elaborate a bit: OUTLINE.
You outline the flow of the game. Create the visuals and animations. Then write the actual script to support those visuals and the outline of the plot. Then code the software to properly display it and advance the plot you settled on when you wrote the outline.

If there are 5000 devs or devs and group devs that post games here. I guarantee there are at least 5000 different approaches to how each game is developed. Unless you have internal knowledge of the their development process, you have no basis for your statement.
