I don't see what you mean. He is, for all intents and purposes, an adventurer. He's also rather unappealing physically, but the barmaid clearly has a thing for adventurer's and men who look like they're too old to handle much beyond a brisk pace to the general store. Also, he doesn't "act retarded." It's a generalized perspective of how drunk people act. To the dev's credit, it does somewhat capture the nature of a drunk. Only issue is that, if the guy requires alcohol to be a competent fighter, it would make more sense to implement a mechanic wherein his moves seldom hit without alcohol, and as a result you have to drink to win fights. Obviously, little effort went into the mechanics of the game.

It's an okay diversion, but hardly a game I could recommend.

To a degree, sure. He's probably a regular at the tavern and does small tasks that only an adventurer could perform. I almost imagine the presumed world to be similar to that of Goblin Slayer's, wherein each town has its own adventurer's guild of sorts, but this one in particular is so hard-pressed to keep anyone worth a damn that the only real "last defence" against the monster girls is a drunk midget. Not exactly what one would qualify as "adventurer material."

The barmaid also makes a statement about how it must be so nice for him to adventure, as if she herself is somehow unable to and, as a result, essentially fulfills that desire through him. It's a relationship built upon her own unfulfilled fantasies and his coincidental occupation.
