I think they've wasted their potential waiting so long to just release their weakest game on steam.
Starless is still is S tier best h-story game out there in terms of fetishes and scenes, nothing comes close.

The GoFile link isn't the new Steam release. Try MEGA or Pixeldrain. I already reported the OP.

EDIT: I got a notification that my report was resolved, and indeed the GoFile link now points to an updated archive that matches the ones on MEGA/Pixeldrain, so I'm going to assume the situation has been sorted.

The Steam release is a English native program, locale emulation is not needed. I can't read whatever language your OS is in, but it looks like a barebones low resolution desktop/laptop with integrated Intel graphics. If the game is using a graphics API that is newer or more up-to-date than whatever your system is compatible with (e.g. Vulkan, DX11, DX12), then you could try updating your graphics driver. If you are already up-to-date, but your hardware is just old or limited, you could also try to toggle the 'Use D3D9EX' there in the launch options; which if I'm reading that correctly, should force it to launch with the very much older DirectX 9 API (for reference, DX9 was released all the way back in 2002).
