Yeah I went to the commerical district and the three shops are the carpentry, noris nursery garden, and general store I didnt see the wheat seeds in the seed shop

Nursery first page near the bottom. I too couldn't see them at first, so you may need to progress the story with her a bit, not 100% sure if I just didn't notice or if they weren't there.

In the guide it states that wheat seeds are only available for purchase in Fall, haven't gotten that far in the calender yet to know for sure tho.
