I've also experienced the same thing. I interview a new model and check the interpretations in Monkey, see that she has a low anal penetration difficulty. Say hello and ask what she's willing to do, then check the interpretations again and see that her anal penetration difficulty has changed to medium.
It's worth noting however that this model didn't have a shield icon, so I don't know if that's the underlying cause or what's going on. Or if it's even a bug in the game or if it's a bug in Monkey's interpretations.

the game right now is far more broken then before... For example:
got model, says she is love pron, diff is low for penetration for every hole, get's undressed AND you try to put it her mouth, she just start wiggle head all over the place not letting you to do the thing... Even if you somehow put d in her mouth, she start to gain fear and anger

I downloaded the latest version and my older saved versions of the game are having dick problems. How do I fix it?

You can't. Well, you can with monkey , arousal slider , but that's just for that session and stays fixed and not dynamic anymore. Would need to adjust (mod) the girl and then save into char pool.
Also rate horniness lower then just continue to next one , will be different already.
My humble guess: it is a buff system - behaves almost like the girl have 2 presets - and is visible on girl body sometimes - after asking her for preference , her body change stance slightly for a second, similar to doll reset > from uptight/scared to relaxed or so ...

i got it to work, i also downloaded the monkey mod, you
you have to more the bepinex folder next to your EXE file and then it should work.
I don't want to be rude, but if ya'll can't get something as simple as Monkey mod working. I don't think you should be downloading anything from a website just as this. Just saying

Key new features
- Player shadow control now includes the shadows cast by the phone and camera. You can control shadows via the menu, API, or XML. Set EnablePlayerShadows to false in in monkey_configuration.xml to disable male player shadows on restart.
Bug fixes
- Default JSON values are now set properly
- Male shadows are now working in the spa/studio
- Fixed male delayed clothing listener in the spa/studio
Known issues and limitations
- Interpretations don't refresh properly
- Content prior to 20.1 needs to be updated, and only works from the old office
- Sluttifying a character make a perverted slut that orgasm too quickly
- Sluttified characters have low personality ratings. This is because the game defaults to a respectful/low sex experience profile that can't be changed. Manually rate the sluttified values to 10 to preserve them.
- Changing clothes in the editor is slow and glitches - caused by the game code
- Monkey inputs are not blocked on the character creation panel
- Emotions may show scaling issues and range may not show properly
- Makeover editor beta has issues and is incompatible with Monkey
