So after you've gotten the magic collar from Tala and when you've gotten the girls' devices upgraded so that they are in the cell, you just progress through their cell arc for a while, you should have an option for special, which should allow you to leash them.

I never could unlock Terra... I'm on day 800ish got 12 girls... and catwoman has nothing to say.

If you had your save before Terra was added, you'll need to restart to get the content to trigger.

After a while (it's kinda RNG based, if I'm not mistaken), go to the LexCorp offices and you'll encounter her at first by random. After a little while, go to the office again, and you'll capture her.

You need Starfire in the Cells first. I think up to Space Princess Slave outfit.
