The game has been developed for 4.5 years under a constant deadline. Corners have been cut to deliver things. Not to mention there is iterations of things that no longer are useful, design flaws, many things. I won't comment on the rebuild, but game development is an exercise in barely scraping by with functional builds of the game until the team is able to stop making new content and finally able to focus on making everything work well enough to release a final product. Something Unlimited is constantly in a state of development and until GSG decides that it's feature complete and time to start working solely on the bugs so they can release a complete product it always will be. It would take less than a month for a programmer to add all the common VN features and a bit of code that can run tests on the game. The problem is there are no programmers on this project. Hard to guess but given the art style and writing I think 20-30 isn't unreasonable if not a bit on the higher end of what people would pay for an H game. Key word - 'game'. It's not a game unless you can win, and you can't 'win' if there's no way to lose.
