Actually, when it comes to systems, they kinda going in opposite direction right at the moment, from what I read. The started cleaning useless systems, like this whole threat level. And I think it is wise: to combat feature creep. And as I wrote, the trick is not to have some useless system just to have it, but the system must be meaningful to your goals. So their stated goal is now adding content and they are treating game as feature complete. And, although no news was posted about it recently, they probably still working on SU:Rebuilt?
My propositions are specifically thought as low-effort in development and asset creation (kinda writing heavy). I might have wrong assumptions about where real bottlenecks are, in my mind hardest and most time consuming is creation of art assets. So I mostly thing about reusing existing ones in new ways. Just use existing location and existing characters, maybe adding selected few that are conspicuously missing. Like maybe Superman and or Clark Kent could be reasonable cameo in Lex Luthor game?

No. What it means is that they're "testing" it and testing leads to bugs being found, which leads to bugs needing to be fixed, which leads to SR7 not fixing bugs and instead just sitting there for a few more days pretending like he's working.
Don't get me wrong, I would like system too, it the would be well though out and integrated. And evidently creators did plan too put them in, or even they are there, just never really used, never tied together in meaningful way. So i don't think designing systems is strong point for them. And I don't think this is something that most player base would necessary want at all (extra clicks need to get to content some would probably consider grind), not to mention want as a priority.
Thats true but its a game, if people want just a porn slide show you can also go to youporn. But I can only hope, that the game becomes more than a slideshow and like the visions the developer had, when they once started

Since I've seen this brought up a few times now, I'd just like to clarify some confusion. I was NOT saying that this makes sense, or defending it lol. I was just giving my opinion on what the dev's mindset is, based on things I've picked up on Discord, Dev streams, etc. My understanding is that it's all built off of an episode of the show. Though I don't think that idea works well in a long-term situation like SU, where Lex is spending a year or so biding his time and building an empire.

It's actually kind of baffling that they went and did Slave Leia twice, but didn't touch any of the other outfits from RotJ. Because there is a lot of fetish material there.
Yeah, but it's a porn game... you'd think they'd give Starfire Oola's outfit, given it's strong resemblance to one of her other outfits.
It's not surprising at all. There's nothing memorable or iconic about Oola's outfit.
