After I complete the full device path for each girl, does it make sense to keep them in cells, or shold I reset and send them out making money? I can't have them all sitting in cells AND make money, right?

Money isn't exactly a useful resource in Something Unlimited after a certain point. If you don't want to use the cheat menu to give yourself more money then yeah, sending the heroines out to make you money is the right move to make. However if you've already upgraded all of their devices, done all the necessary heists, and upgraded every "business" then there's no point. They haven't added anything that actually requires money in years.
haven't played this for quite a long time (actually, didn't play for long before as well). The thing that gets me is there's a great concept and lots of good content. But it is a HUGE grind to get through, there's no proper scene replay (sorry but flashing a few CGs up is not really a replay - you need to relive the scene), and there's no sound. So it feels like you are just grinding to get through a story and then forget all about it. It's really a shame as this game will easily be a classic if there's a better replay mechanic and ideally a bit of sound

They didn't. How do I know? The image you posted has a natural swell to the hips, you can tell that they were drawn before the arm going over it was filled in because the line line broken up by her arm connects where it should. However the SR7 silhouette does not have a natural swell and her hip instead instantly bulges outward causing the line to look like it doesn't fit where it should. You can see the forced bimbo proportions without seeing the bimbo in the SR7 version.
I honestly don't think they've "Finished" anything in this game.
The entire game is 17 different 30%-50% completed mechanics that they abandon as soon as they have a new idea. This is reflected in who they choose to animate and the effort they put into that.

And they never will. It's less time consuming for them to add useless shit than to finish what's already there.
It's actually not that crazy at all. All you have to do is look back on how Wonder Woman's content was developed to know exactly why we're getting characters nobody asked for before characters people might actually ask for. From the moment he started her content to the moment he actually put it into the game Wonder Woman was teased on a regular basis. They would release teasers that were vague enough that they could be misconstrued as to be about Diana, or he'd work on artwork for her during his streams in between working on the content that was actually intended for the next update leading people to believe she would be added soon. Or how Batgirl, Huntress, and Black Canary were the literal first women you could capture, but didn't get their content in cells until much, much later. If we're ever going to get the Batgirls it'll happen well after they should have been added because SR7 knows how easy it is to string people along.
