I just need a better reason why I should put them in cell resetting them to lvl1. Just because of other content is not a good reason. I just need a more plausible reason why to throw so much money away.

Why is a reset necessary to see other content in the bordello? I thought it is possible to remove them from MB and put them back to dancing, if I remember correctly.

You not reset them to level 1 if you put them in the cells.
You reset the device in order to remove them from the cells and put them back at Glamour Slam or Meta Bordello.

I remember hiring 2 goons for 250k and getting 450k. I think there's an RNG factor but I'm not sure. Either way it's a 100% chance, just a matter of upgrading your hideout so that you can hire goons every day.

You want the reason story wise ? Dunno probably cause Lex is an evil genius who want to break the heroins instead of just controlling ? He doesn't want them to just be mindless slave but instead become his personal sluts with a severe stockholm syndrome ? Ah yes, why would Lex Luthor, a character notorious for being arrogant, narcissistic and egocentric EVER want to personally humilliate his enemies. Also, why would he EVER want to make Super Heroes into his obedient,conscient servants. There is surely no benefit in that, right?

You keep talking "plausible reasons", "story related reasons" and you seem to ignore them entirely either because you don't know enough about the characters or because you didn't think about it very hard.

There is plenty of reasons for Luthor to want to personally "train" those heroines into his willing servants. Those I mentioned are just a couple, and even then, they are very strong and compelling reasons character and lore-wise.

What, did you think Luthor was doing all this for money? He is one of the richest men in the planet. He has essentially infinite money. He doesn't need to run a glorified bordello to get money. Between technology, patents and corporate secrets he can get rich overnight in a completely legal way. And it can be even easier if he does so illegally.

You have to do all the interactions 3 times with galatea and 3 times without her as henchwoman. that worked for me.
