Saves never carry over, true. And
that's a good thing.
It's easy to carry a saved game over in a visual novel, where the game doesn't collect much information about the characters (like a number of love or domination acts). It's virtually impossible to do this in a management game, especially if the mechanics in the game are changed or refined from release to release. If what was previously random is now based on some character's attribute, you have to come up with some value of that attribute, and it has to be consistent with what the player has achieved already. It's simply too complex: too many corner cases to take into account, too many opportunities for some obscure bugs. The dev's effort is much better spent on creating new content than on maintaining saved game compatibility.
Besides, this game does offer a few solutions to carry over... not your whole progress, but enough to make playing fun. First, at the game start you can choose to begin at many milestone points (not necessarily the end of last release). Second, you can send a multiverse pod from the past release to the new one and pass your most valuable belongings this way.
I have never seen a complex management game which would maintain full saved game compatibility between releases. Lab Rats 2, Brothel King, Ashford Academy, Hentai High School+, Porn Empire... they all require you to start the game from scratch on each release. Even Free Cities (if you remember it) had trouble importing old saved games.
TL;DR: there's nothing to fix, the current procedure works very well.
As for "always go to new content", I never do that. Going through the whole game again doesn't take a lot of time, and it reminds me where I am in all the quests. But that's just me, your preference might be different. Still, nobody's forcing you to play this game, right?
