You have to follow her until she's away from the police officers and close to her home (just in case you're trying to get her at the beginning, that's impossible), the objective will change to "capture her", and then you have to get really close to her but do not touch her, and follow her, staying close to her back until the circle is completely filled. Crouching there helps a lot.
