A lot of countries atm are restricting foreign transactions in many ways and they don't offer prepaid options for foreign transactions ,mine for example you won't be issued a card that works for international transactions unless you have a hefty bond or your account is over a decade old with some other criteria

Even then, these cards will only work for big name mainstream stuff like amazon, steam, big name software subscriptions....etc when it comes to obscure e-stores, services ,software and stuff like patreon your transaction will be denied and you will have to call up give them a reason to/request they allow the transaction and you can still be denied
