You have to talk to your father's lawyer. She will unlock the detectives. Talk to your father if you haven't found his lawyer.

Yeah, like the other post said. I have only seen this when doing a room swap. The couple times this triggered it happened on her work nights, so she'd ask if I wanted to go with her. It could have been a coincidence to be work nights, but never know with this game.
