Don't know how your variables got their state, but until the game will get the bug fix there is only one solution I can suggest

open console (shift + O) and enter the command:

Mom.TalkThemes["Requests"]["SFamDinner"].DinnerInvite = False

Then go the step-family to diner alone. It will open the dialogue option with Mom

This seems to have triggered it. I see the invite mom to dinner options, but now mom wants a personal invite from smom. I assume i have to go through dinner events again?

Yes, until they patch the things between them, you need to dinner with SMom after each fight to get another invitation
