will fix it in the next version yeah. At the time Kate's routes were very bugged so it's possible it could have changed. I remember from my playtrough when creating the guide i did not need to pick Lisa once for it to work. It could also be that the person who said it did not work did not complete the required routes for both girls hence something not uyet triggered prevented the kate progress. (They're there for a reason). Again not sure what caused the problem

I can't start the scene where Aunt Kate is invited to the second family. Is there some task that I started earlier that blocked this option???

The exact requirements:

You are asking Lily to go to dinner at the stepfam' house at the diner at 1900.
You know the aunt.
You've had Lily over to the step fam's house for dinner at least once.

I go twice to Victoria lawyer in administration side and even did ren quest get caught by police she agree to meet on weekends too asking same question to her but still she said she has no experience about it

Talk to Victoria about the case, specifically the Prosecution. That is the path that leads to finding out about the police detectives. It should happen the third time you talk about the Prosecution.
From there, talk to the detectives and build their opinion to above 80 using the discussion topics. Then you'll be able to request they go after the goons. You have to do that on two separate days to complete it.
No one knows about the graffiti gang except Ren. It's the rabbit trail that starts her alley meetings, which you've already done.
