The advice you got is incomplete - the only way I found to increase the sexual tension between Lisa and the hotel manager is to jerk off in front of Lisa when she's sunbathing alone at the pool. Randomly, the hotel manager will appear in the background and spot you, increasing the sexual tension.
To do it legit, you'd have to do this a crazy number of times (since I think you need the sexual tension to be 70~75). Ultimately, I ended up using a console command (shift + o to open the console), then entering the following:
Relations['Mom','MotelManager'].allure.Value = 80
This raises the relationship sufficiently that if you ask Darna to hang out with Lisa and give her premium wine, then join them you'll end up with the threesome.

According to this -useful- walkthrough:
Darna's side:
- Complete Violet's first steps route (get 100 opinion).
- Complete goons route (Prying around the motel, thing).
- Complete alternative room route (and hope RNG gives you Darna in the room).
- Complete request route (from blowjob to anal).
- Make sure you are roommates with Lisa.
- Get premium wine from Jill/Mia.
- Go to reception and talk to Darna (if she's on vibrator event, choose "Give her time").
- Request "Invite to Lisa's room" on Mondays at 21:00.
- Spend time in the room until 23:00.
