And while we're at it, you need at least 5 energy left, as with any conversation (except for breaking up I think).
Completely blocks: too high lewdness. I think 20 is the limit but may be mistaken.
As for "influences the likelihood" your guess is as good as mine but I would consider the usual suspects (How much do they like you? Do they like to follow orders? What is your sociability? What is their willpower?). Maybe some opinions (like on public nudity, revealing clothes, sex and so forth) though I doubt that.

Played the game for a bit, liked it enough I wanted to give my pov:
1. Preg versions, this is a must with the ability to impreg. I took a look in the character files (both default and megapack) and no preg versions. One of the reasons I look for games with pregnancy mechanics is to see that big ol belly.
2. Better dates/interaction. The times you can interact are pretty nice, but I have had to many dates or other interactions that have multiple events I can't choose anything for happen. And when they are negative and make it a bad date that can kill any motivation to keep playing.
As a rule, don't take agency away from players, ESPECIALLY when rng is involved. There is no worse feeling than getting fucked by an event that I can't control.
3. More in depth sex scenes. You said Lab Rats 2 was an inspiration, look at how their sex system operates. It isn't the best, but it is a damn good one.
4. Rebalance stamina usage. It felt like nobody had enough stamina to do anything until I adjusted action stamina usage to half. Play with the numbers a bit, high energy should feel like your not pressured to make your actions count, while low energy should be punishing. If both are punishing it makes the energy economy a detriment to gameplay.
Ext. Not a point, just a bias. I personally don't like AI (cause I know artists, and the whole "using their work without permission" thing rubs me the wrong way. That said, I personally would prefer a less "Realistic" looking image pack. Real porn isn't really a taste of mine either from personal beliefs. Like I said, personal taste request on that one.
Hopefully the dev found something useful in what I had to say, would like to pick this game up again after some more polish.

The main stats are lewdness and willpower, above 50 in either of those means they are "not suitable" and will tell you so, doesn't mean impossible, but don't try it, is pointless, better to change their stats in the save file if you are commited to have them. And the lower they are the more likely they are to join, i guess the other factors that makes people more easily swayed are in play too (follow orders, submission, attitude towards you...), but don't fret too much in those if you just want them to join your cult. Also comissioners and club owners don't join the cult no matter what so don't get stuck there (but a comissioner can be part of the cult before the election and will continue to be).
Is there a list of requirements for people in cult to contact you or just need a certain archetype of NPC or...?
Usually, when you go to the library and get a "lewd" book the club leader will aproach and try to recruit you.

Thanks for the feedback... you got lucky with your last suggestion that came in at a lull when I was deciding what to do next and your ideas made a lot of sense. I like you cuck idea, not so sure about the commission one. But I put it on my list of things to consider in the future.
Dr. Lin's response was almost spot on, except that the 50 will power and 50 lewdness is a hard limit. Which is something I usually don't do, I rather lower the odds towards 0, but always leave open the possibility so I may change that.
Thanks for the feedback. Your point regarding AI is an interesting one that I think deserves an answer. Generative AI is problematic as in many (most?) cases is either taking jobs away from deserving people or their work is being used without permission and compensation to train the models. The whole thing makes me a bit uncomfortable. And that's part of the reason I don't ask for money anywhere.
Looking for help, trying to do an image pack, followed all the instructions but the game doesn't seem to recognize or load the girls, i assign them in the save file, match the profile of their physique. I revised everything, the names of the img, that they are png, etc., assign the pack in the user config and in the game config, the img are all between 512/800; doesn't work, any idea why?

It probably takes each person to their own folder, I've seen that before. No worries tho, I go the files from your other links.
For some unknown reason the original imgs were faulty, i tried downloading my own files and remplacing the ones in the same folder and now just works \(*-*)/
Yeah, that's why i said is not impossible, but when they reach 50 it loads the dialogue that are not suitable, so between that dialogue that pops out almost constantly and the very low probability it's pretty much pointless to keep trying.
Let's say you have a 5% chance at 49 lewd and 4.5 % at 50 (to say something), if you have that dailogue pop out 80% of the time you have like 0.05% chances, to say going from 1 in 20 chances to 1 in 2000 is a pretty big difference in just 1 more of lewd, thats why i hardlined the 50 stat. (Disclaimer: the probabilities are just an example based in my experience, not at all accurate).
That being said, you can get lucky and have someone else recruit them by chance even if they surpass the 50 stat, it happened to me.
I built a few new rooms which aren't staffed by employees yet and wanted to put up an ad searching for staff. But the game keeps telling me that I'm fully staffed. Two examples are a security office and a sound booth. In the "Facilities" table several rooms are marked as having free employee slots (showing up as 0/x). Is that a bug?
You need more lockers to increase the max number of employees.

I think this IS the current state of the game.
You should save and quit/restart the game after a hour or so.
I think the dev said he will look into it.
