Regarding the club rules about relationships, it seems they only apply to people who already work there. For instance, I have it set to romantic only within the club. So I just hired a new waitress who came with a boyfriend attached (about 34/38 relationship). He's still attached.
I was having sex with her before he entered the picture, so maybe this is a factor. His existence didn't keep us from continuing, even before hiring her. We are continuing. I assume, then, that the rule has no teeth on new hires. Or maybe that only applies if you were already involved.
Only one thing I don't understand. Does this rule, at its core, prevent committed people from seeking or accepting work with me?

Edit: I'll update this to say an existing employee has added a boyfriend outside the club. This rule might be rather porous.

For the most part, I'm enjoying this. But the city commissioner thing is a mess. They can't decide even what to vote on let alone pass a vote for anything. My influence on them seems to be so minimal. even though I have like 50+ social standing with most of them and at this rate I'll die of old age before I run anything more than glorified bar.

Someone tell me how to make money in this game ... I haven't gone overboard in this save on anything, have 1 cook, 1 bartender, 1 waitress, and 1 janitor ... I've started drowning in debt again.

In the previous save, I was using cheats for money, and had a shit-ton of employees and rooms, and still wasn't profitable ... giving myself money through cheats got boring really quickly so I thought I'd do another save and try playing it properly, but no joy

I've never done it successfully, but I came close by mimicking the competition. Don't hire a janitor, and really don't do anything they don't do. I concentrated on being the second bartender and doing all the maintenance. In that way, you have a chance. Also, hire people at the lowest possible wage. Don't let a pretty face and a greedy heart break the bank.
I like having the best alcohol and food, but in early game that's unwise.

Check the operating hours laws in place.

There's a pervasive bug that causes the logical order of laws getting passed to get screwed up. Essentially means you can't have any entertainment other than Singers.

If you have that many employees, it's likely you've increased your Fame somewhat so check your pricing.

Start with the lowest quality inventory and make sure you're only hiring staff with decent Lewdness as they will drive your Fame increase.

As your fame increases, you can start increasing your food / drink pricing. I tend to stick with +10% on meals and +$1 on drinks for every 100 Fame.

The game will start telling you in the event feed (in yellow) if people feel the cost is too high for the quality eventually. 'Customers aren't happy with your alcohol service' for example.

Start hitting on the single female councillors in your spare time. Once you have their opinion up to 20, you can start chipping away at their resolve to vote against things.

If they're mainly male (and you don't swing that way), then you're gonna have to grease the wheels the slow way by talking to them whenever possible and targeting them at parties / gatherings.

Just make sure you don't push them to vote for allowing clubs to operate during evenings before afternoons for the reason mentioned earlier.

I've already tried following the step by step in the FAQ but it didn't work and I've already checked if there were tabs instead of spaces and it still wasn't, if possible could someone give me some direction? I really liked the game but unfortunately I don't have time to enjoy the game so I would like to activate the console to skip some steps.

There's a file called config.dat. You need to create a permanent one called user.config.dat because the original gets overwritten every time you update the game. In your created file, you need to enable the console with the command
dev_mode bool true

Forgive me if you have already done all of this.

I think I understand why I'm not able to activate the console, it turns out that my notebook couldn't open this file, do you use a specific application to open this file? And when I try to open this file it simply goes to a help support that is on my notebook.

Notepad will do it. If it won't open in Notepad by default with a double-click, try a right-click and select Notepad.
