go back to it after a few days. Also might need to leave some green events unchecked first visit for there to be room for cali event(the slavers map to where she is)
Its annoyingly RNG aswell, and in my last playthrough i ended up getting her after completing most other things, which led to failure of "cali is a girl too" since amelia wasnt at the servants guild anymore.

I once had an issue with the bandit event not trigerring for a loooong-ass time in a previous game, to the point I was wondering if I missed the event or some trigger.

Cali's quest should just be tied to the Notice-Board, same with Lilia.
You wouldn't miss them like that, just have the warrior-guilde set up a unique quest "take down a bandit-fort" on the notice board, and the servant/worker guild set up a quest like "go through the woods for whatever reason"
