You can't count on developers actually putting in content they planned or promised either. What you can do however is make it so that when you search or filter by a tag 90% of your results aren't alpha or betas that don't actually have the content you were looking for. Which is why they only tag for what's currently in the build posted.Planned tags aren't a feature or a prerequisite, they are a courtesy. That's the problem. You can't filter or 100% rely on a courtesy.

Back to the game, it's surprisingly good, that may be because this is probably the first proper triple A but not really game that has sex scenes in it, but it's really well done.
There's a lot of quality cutscenes, the dialogue is funny when it needs to be and keeps things going, there's some proper voice acting, as well as some pretty unique characters.
The combat is also really decent, it's simple but interactive and adds another layer to the game other than it being about the sex, all in all, absolutely great first release.

God no. That would make the tag system on this site a mess and basically useless for anything but complete games which are the minority. Making it an exception for only a few tags would make it even more useless. You'd never know what was actually in the files you are downloading or what isn't but will/might be at some point in the distant future.
If this was the Steam page where they are trying to sell you the complete version then sure it should tell you but this isn't. It's a thread distributing a specific version of the game so should only tell you what is actually in the version posted. The tags get updated when the version being posted actually has that content. If the poster wants to he or she can do what many others on this site do and put a notice in the post about future/planned content.
What would be useful was adding an 2nd tag category for planned tags. For example, the current in-game tags could be red, whereas the planned tags could show up in blue/purple. These tags could then be searched/filtered for, and it would be clear whether a game currently had the content or if it was planned content for the future (e-hentai employs a few systems like this, like the male/female tagging system and having low modifiers for certain tags. I don't think giving certain tags special modifers is the optimal solution here.
