How am I supposed to disperse the mercenaries in front of the academy, I have been searching the whole merchant town and have searched every room but can't figure it out.

Either sell out the location of the rebel base or send rebels to distract them. You first need to explore the manor south of the merchants guild. In case you haven't been there yet first have to go down from where mercenaries stand and take an alleyway to the right. You should figure it out from there.

Also big thanks to kshlbrkskh for the tip on the invitation. Genuinely couldn't find it.

to the north of the ballroom entrance there's an area you can enter at the back end of that area is a invitation to the ballroom there's a mage hunter who will attack you if you alert him (the room has broken glass littered)
