dev using the "15 min of work and 2 hours of reels" approach when making anything for the game

Short answer: Debatable.
Long answer: Updates are coming so infrequently with very little teasers that it's arguable if the project is even being worked on at all. There have been many posts saying "Oh it's coming alright, just wait a little longer" but "a little longer" comes and goes and nothing really seems to come out of it. Hence the Abandoned tag being put on it.
Its always best to assume yes, leave it on your watch list, and forget about it until an update where you inevitably get frustrated at seeing "anything new?" like 10 times in a row. It'll be all the more welcome and surprising if you forget about it to be surprised by an actual update, or to avoid disappointment by accepting the worst case scenario.
