I don't think things are this black and white. Kate can be a bitch to Bella and nice to others; people are more complicated than that. Both Mila and Kate have reasons to be resentful of Bella, just as Bella does of them. I praise Ocean for this, especially in the Mila and Bella situation, where both are kinda right and wrong. We don't have a clear picture of what exactly happened between Kate and Bella, and Kate might be in the wrong trying to sabotage Bella's relationship, but that doesn't make her an evil figure, just human.

Whether he does or not, the main reason she has him go to therapy is because he pressured Bella about her sister.
